Hydrogeologic Services
Robinson, Noble & Saltbush’s technical expertise is an important part of the SEPA process often required for larger projects, particularly environmental impact statements. We provide specific studies or investigations to help define the potential for impacts to groundwater, surface water, or water quality. Alternatively, we review EIS studies to assist clients in ensuring that their water resources are properly protected. Such work often leads to providing expert testimony on our findings before regulatory agencies such as county Conservation Boards, the Pollution Control Hearings Board, the Energy Facility Site Evaluation Council, or the National Energy Board of Canada.
Aggregate Services
In the gravel industry, SEPA/NEPA issues are perhaps most often encountered during the environmental review of new project sites or the expansion of existing facilities. In such cases, we work with our clients to perform an investigation to determine the potential (or lack thereof) for the proposed activities to impact water resources or to address specific regulatory concerns.
Environmental Services
Robinson, Noble, & Saltbush provides project-specific hydrogeologic and environmental science technical support, project management, planning, scoping and coordination services related to the environmental review process at both the state and national level. We have particular experience in NEPA issues associated with fee-to-trust transactions. Typical documents and projects include Environmental Assessments (EA) Environmental Impact Statements (EIS), SEPA Checklists, hydrogeologic assessments, and contaminant investigations.

Robinson, Noble & Saltbush provides groundwater assessments required as part of endangered species studies, either as part of habitat conservation plans or for other specific purposes. These investigations are typically conducted in close cooperation with other specialists such as biology, habitat, or wildlife consultants. We then assist in discussions with regulators, attorneys, and the public to help ensure that the real-world conditions are properly communicated and included in the final decision-making process.
Aggregate Services
Specific to the mining industry, one ESA-related issue is the potential for mines located in floodplains to interfere with the subterranean insects and crustaceans that are part of the salmon’s food chain. For a gravel project in 2000, we consulted with biologists and developed the preferred well construction method for the collection of both biological samples and water level information. Construction details were provided to DNR to facilitate accurate sampling by the industry.
